Grants a user or app access to the chat and returns the grant with a 201. This is how somebody is added to a chat: a grant also joins them, since being added to a chat means both.
Granting access a grantee already holds returns the existing grant and does not rejoin them: somebody who left, or was removed while keeping their grant, comes back with :join.
